Consequence management
Emergency management is important from a counter-terrorism perspective. The ability to manage major and severe events is important for public confidence in the capacity of society as a whole.
Strengthened interoperability
In major emergency situations, it is difficult for lower levels to gain an overview and be able to manage coordination. National coordination must be developed in order to assist regional and local levels. One part of this work is to set up a national emergency management centre at the Government Offices to prepare and implement emergency management measures and to act as a platform for cooperation with government agencies, municipalities and other actors. An inquiry has looked into the possibility of merging the Swedish Emergency Management Agency, the Swedish Rescue Services Agency and the National Board of Psychological Defence. The proposal is being processed at the Government Offices. Work is in progress in the Swedish Foreign Service to further strengthen capacity in the consular area. Expanded contingency planning including consular risk and vulnerability assessments, exercises and cooperation both in the EU and with our Nordic neighbours are important components of this work.
Continued exercises
Exercises and additional training are a regular part of the activities of government agencies responsible for managing the consequences of an extraordinary event. Swedish agencies also take part in international exercises. Experience from exercises that have been carried out will be inventoried and evaluated.
More information to the general public and companies
Even if it is the task of the public authorities to provide overall protection, companies and organisations also have a responsibility of their own to take measures to protect themselves from the consequences of terrorist attacks. A project will be started to create awareness about the responsibilities of companies and individuals in emergency situations and about the nature of the real threats.
