The appointment of a competent authority to approve an exemption - recently introduced through Council Regulation (EU) 999/2011 and that allows payments from frozen property in order to meet obligations that arose before the list was drawn up - is under consideration.

The Swedish Agency for Non-Proliferation and Export Controls can respond to questions about the arms embargo, etc. but has no formal remit to grant exemptions.
