Objectives
The Ministry of Culture is responsible for three areas: culture, media and sport, which are part of the policy for civil society.
Cultural policy objectives
Culture is to be a dynamic, challenging and independent force based on the freedom of expression. Everyone is to have the opportunity to participate in cultural life. Creativity, diversity and artistic quality are to be integral parts of society's development. To achieve these objectives, cultural policy is to:
- promote opportunities for everyone to experience culture, participate in educational programmes and develop their creative abilities;
- promote quality and artistic renewal;
- promote a dynamic cultural heritage that is preserved, used and developed;
- promote international and intercultural exchange and cooperation;
- pay particular attention to the rights of children and young people to culture.
Media
The objective for the media sphere is to support freedom of expression, diversity, the independence and accessibility of the mass media, and to combat harmful elements in the mass media.
Sports
The objectives for sport are to give girls and boys, women and men opportunities to take part in exercise and sport so as to promote good public health, support a free and independent sport movement and give girls and boys, women and men positive experiences of sport as entertainment.
The Riksdag approved the current cultural policy objectives in 2009.
Expenditure areas
Expenditure areas consist of one or more policy areas. Government budget expenditure is divided into 27 expenditure areas, which are defined in the Riksdag Act. One committee can prepare one or more expenditure areas but no area is shared by more than one committee.
