Men's violence against women is a considerable problem that affects the entire society, both women and men. It is ultimately an issue of gender equality and the full enjoyment by women of their human rights. Sweden's commitments within the framework of UN and Council of Europe efforts are an important cornerstone of the Government's work.
Initiatives to fight men's violence against women must be based on a legal, social, economic and health-related perspective, and not least, on a gender-equality perspective. Where children are the victims of crime or otherwise involved in violence, particular account must be taken of their needs, rights and situation.
The measures contained in the action plan are general, but particular initiatives are being taken to counter violence and oppression in the name of honour.
The action plan includes six areas of measures, each of which is important in itself, but which also supplement and strengthen each other.
The areas of measures are:
- increased protection and support to those affected,
- strengthened preventive efforts,
- enhanced quality and efficiency in the legal system,
- the development of measures targeting the perpetrators of violence,
- greater cooperation,
- increased knowledge.
