Dr. Cecilia Malmström was appointed Minister for European Affairs in October 2006. Her governmental portfolio includes institutional issues, the budget review, the Baltic Sea Strategy and the Strategy for growth and employment. She is also in charge of preparing and coordinating the Swedish EU presidency, and of communication with citizens in the field of EU affairs. Dr. Malmström represents the Swedish government in the General Affairs Council.

In 1999, Dr. Malmström was elected Member of the European Parliament, a position she held until 2006. A member of ALDE group, she served on the Committees for Foreign Affairs, Constitutional Affairs and Internal Market, as well as on the Sub-Committees for Human Rights and Security and Defence. During her two parliamentary terms, Dr. Malmström was also Vice-Chair of the EU-Hungary and EU-Croatia Joint Parliamentary Committees. As an MEP, she devoted her work mainly to issues related to human rights, EU enlargement, transparency and administrative reform.

Dr. Malmström was elected 1st Vice-President of the Liberal Party of Sweden in 2007. Between 1998 and 2001, she served as Member of the Västra Götaland Regional Council.

Holding a Ph.D. in political science from the University of Gothenburg, Cecilia Malmström is the author on a number of books and articles on European regionalism, European politics, Spanish politics, terrorism and immigration. In 2000, Dr. Malmström published her own draft Constitution for the European Union. She was born in 1968 and lives in Gothenburg with her husband and two children.
